I think you mean the _vti_*** folder, right? these folders are used by FP Server Extensions , you do not need care about that. If you do not use FP Server Extensions, you can delete them.

I went to the file manager on dot5 hosting and was able to delete the
two files but as I have someone's attention, there are a whole bunch of
folders on my public_html that I have no idea what or why they are.

I am attaching a screenshot of the WSftpview and wonder if someone can
tell me if I need any of them.

The only one I know, did and want is Album. Other than that...?
