Good question and one that I am also grappling with...
I think it depends on your site. You obviously want to promote in your marketing channels. For example, if you are in sportswear, it makes sense to network with retail sporting outlets, perhaps local high schools, little league teams.
If you are in food wholesale, then equally with restaurants, distributors, local markets, etc.
Any other ideas?

I had this website http://www.mymanhattanlocale.com/ up for several years and the link for partners http://www.mymanhattanlocale.com/links.html up for a shorter period. The counter at the bottom left side of the home page is set for unique hits. My Manhattan Locale has a google page rank of 2. I am an affiliate of google and Amazon. Nevertheless, unique hits is about 100 monthly.
I like to increase traffic. Spam is an ugly word, and I do not do this. Google ad words is a possibility but a further cash drain. This is a possible investment but what words would be worthwhile?
Any ideas?
