I kinda know what she means, I think.
<div id="wrapper">
<div id="masthead">[contents]</div>
<div id="main">
<div id="content">
</div>
<div id="sidebar">
</div>
</div>
<div id="footer">
</div>
</div>
The way they are above, they don't mean anything and you can experiment with moving the closing div, the "</div>" around, but I have found the best thing to do is render them this way, so if I do end up with something in the wrong place, it's easier to spot:
<div id="wrapper">
<div id="masthead">[contents]</div>
<div id="main">
<div id="content">
</div><!-- /content -->
<div id="sidebar">
</div><!-- /sidebar -->
</div><!-- /main -->
<div id="footer">
</div><!-- /footer -->
</div><!-- /wrapper -->

I don't understand what you mean by "closing divs". I'm quite sure
that some others don't either.
