Frame pages and table layouts are still being made today. The main thing is
knowing how to code them so they function in all browsers. Many "table
layouts" can be nicely made using CSS provided you know how to use the table
tags. Too many people do not use the full range of table tags and miss
making a nice layout with CSS.
As stated, people found table tags useful for making page layout way back
before CSS. With todays's CSS 2.1/3.0 and HTML 4.01/XHTML 1.0/HTML 5, there
is NO reason to make frame or table layouts except as an exercise.

For what purpose? Tables should contain only tabular data. Table-based
