Yes I did use organza over the tea bags. First place them with sticky paper on to base fabric and then tea bags and then organza and then stitched.
Doreen, I got tired of drinking that tea, so last 5 or 6 bags got put in hot water without drinking the tea. This kind of tea does stain the tea bag on one side. Not sure if it would stain fabric, but probably could. Send me your tea bags and I will try it.
