Of course.

- You need a text editor to create and modify your source files. Notepad
will do; Notepad++ is even better.

- You need a graphic editor to create artwork. Windows Paint will do, but a
program like Photoshop will work better.

- You need a browser to display your design. Actually you need at least
five (Internet Explorer, Firefox, Chrome, Opera, Safari, and possibly
Konqueror), because all browsers have their individual quirks and display
web sites slightly differently.

- You need a web host to publish your site, and an FTP program to transfer
your source files to your web host.

- You need regular access to a tutorial and reference site like
http://w3schools.com

But most importantly, you need a brain.

This may not be the answer that you hoped for. But the question, as you
asked it, is a bit like "What tools do I need to work wood?". It all
depends on what you want to do exactly. If you want to carve statuettes,
you'll need different tools than when you want to chop firewood, or build a
boat, or make a wardrobe. And if you need to grow the wood yourself first,
you'll need yet another, completely different set of tools.

The same goes for web design. Certainly, there are programs and web sites
that allow you to "create" a web site quickly. However, in most cases this
is merely a process of stacking ready-made blocks on top of each other, not
web designing. If you really want to become a web designer, the first thing
you need to worry about is understanding things like HTML, CSS, and in a
later stage, scripting languages such as PHP and JavaScript, and maybe a
database query language such as MySQL.

Only after you mastered these topics, you need to worry about the tools, but
by then you'll be able to create a web site using only the tools I mentioned
above. (Although an integrated HTML editor like Dreamweaver can be of help,
you'll still need to understand the underlying technologies.)

This may not be the way you want to go, though. In that case, you could use
a modular package such as Joomla to assemble a site from ready-made modules
and templates. The disadvantage of this approach is however that it is very
hard to adapt these modules to a specific purpose if it lies outside the
original scope of the module. It'll be a bit like building a house from
Lego bricks. It will work, but in a very limited way.
