I had the same problem. I finally realized that I was getting a blocked file message from Microsoft across the top of my screen. It said click here for options & one of the options was download this file. I did that and it went back to the reg screen again so I just clicked on my order again & the download popped up. Maybe you are having the same problem. Hope this helps.
I have placed two orders with the new system & both times I got the blocked file message so you may have to do this each time you place an order.
